Beat cream cheese and butter together with a mixer. Add cocoa powder, powdered sugar, brown sugar, milk, and vanilla and beat well.

If necessary, add additional milk to obtain a dip-like consistency. Fold in chocolate chips. 

Store covered in the refrigerator until ready to serve with dippers.  Makes 3 cups.
